Croatia and the Fight Against Terrorism

This Saturday, I will go to Zagreb airport to bid farewell to President Mesic as he travels to New York to preside over a meeting of the United Nations Security Council. When President Mesic takes his seat at the Council’s famous horseshoe shaped table on December 9, it will be a moment of great pride for all Croatians. As important as the political symbolism, however, is the substance of the theme Croatia has chosen for its month as President of the Council, namely the fight against terrorism.
Last week's tragic events in Mumbai have demonstrated once again terrorism remains a real and serious threat. It is a danger that has global reach, requiring a global response. This response must focus on concrete actions to reduce the most catastrophic risks, to ensure that terrorist do not find safehavens from which to plan their attacks, and to create conditions of security so that healthy societies can develop and allow people to condemn and reject the terrorists' agenda without fear.
For this reason, the United States welcomes the Croatian government's decision to make strengthening global efforts to combat terrorism the focus of its Presidency of the United Nations Security Council. As Croatia engages on this vital issue it has a willing ally and partner in the United States. Together we have a strong record of cooperation on counter-terrorism. We cooperate under the auspices of the UN to place economic sanctions on individuals or entities that are associated with terrorists. Both countries also serve this year on the UN’s Counter-Terrorism Committee, where Croatia is currently acting as the chair of the Committee.
This record of cooperation is sure to continue even as my country goes through a change of government over the next two months. As President-elect Obama emphasized in announcing his new national security team earlier this week, the United States remains committed to efforts to "strengthen our capacity to defeat our enemies and support our friends" and that a critical part of this will be to "renew old alliances and forge new and enduring partnerships."
As true global partners, the joint efforts of our two countries against terrorism also take place outside our borders. Croatia and the United States contribute to global peace and security by participating in international peacekeeping operations around the world. In Afghanistan, Croatian and American soldiers as well as civilians work side by side with the Afghan government, NATO and the UN to provide security, facilitate humanitarian aid, and protect the human rights of the Afghan people. By helping Afghanistan or other troubled corners of the world to be more secure, we strengthen our own security.
In this spirit of cooperation and friendship, we want to work with Croatia and other partners to help the United Nations be a more effective venue for collective action against terrorism. With a strong and effective United Nations, we can not only meet the challenge of combatting terrorism, but also the challenges of preventing conflict, promoting peace and addressing human and social problems that do not recognize national borders.

Hrvatska i borba protiv terorizma

Ove subote otići ću u zagrebačku zračnu luku pozdraviti Predsjednika Mesića koji putuje u New York predsjedati sjednicom Vijeća sigurnosti Ujedinjenih naroda. Kad Predsjednik Mesić 9. prosinca zauzme svoje mjesto za glasovitim stolom u obliku potkove, bit će to za sve hrvatske građane trenutak velikog ponosa. Međutim, sadržaj teme koju je Hrvatska odabrala za svoj mjesec predsjedavanja Vijećem sigurnosti - borba protiv terorizma - jednako je važan kao i politička simbolika.
Tragični događaji u Mumbaiju prošlog tjedna pokazali su još jednom da terorizam i dalje predstavlja stvarnu i ozbiljnu prijetnju. Riječ je o globalnoj opasnosti, pa je stoga potreban i globalni odgovor. Odgovor mora biti usmjeren na konkretne poteze smanjenja rizika od najvećih katastrofa, kako bi se spriječilo teroriste da pronađu skloništa iz kojih će planirati svoje napade, te kako bi se stvorili uvjeti sigurnosti za razvoj zdravih društava u kojima će ljudima biti dopušteno bez straha osuditi i odbaciti terorističke ciljeve.
Upravo iz tog razloga Sjedinjene Države pozdravljaju odluku hrvatske Vlade da jačanje globalnih napora u borbi protiv terorizma stavi u središte svog predsjedanja Vijećem sigurnosti. Dok se Hrvatska angažira na ovom vitalnom pitanju, ona u Sjedinjenim Državama ima predanog saveznika i partnera. Zajedno imamo veliko iskustvo na suradnji u protuterorističkom djelovanju. Surađujemo pod pokroviteljstvom Ujedinjenih naroda na donošenju gospodarskih sankcija protiv pojedinaca ili entiteta povezanih s teroristima. Obje države ove godine isto tako djeluju u Protuterorističkom odboru Ujedinjenih naroda, kome Hrvatska u ovom trenutku i predsjeda.
Ova suradnja će se sigurno nastaviti i dok moja zemlja bude tijekom sljedeća dva mjeseca prolazila kroz promjenu vlasti. Kao što je izabrani Predsjednik Obama početkom ovog tjedna naglasio prilikom predstavljanja svojih suradnika za nacionalnu sigurnost, Sjedinjene Države ostaju opredjeljene „jačanju naše sposobnosti da porazimo neprijatelje i podržimo prijatelje“, te da će ključan dio napora biti u „obnovi starih savezništava i stvaranju novih i trajnih partnerstva“.
Zajednički napori naših dviju zemalja, kao istinskih globalnih partnera, odvijaju se i izvan naših granica. Hrvatska i Sjedinjene Države doprinose globalnom miru i sigurnosti sudjelovanjem u međunarodnim mirovnim misijama diljem svijeta. U Afganistanu hrvatski i američki vojnici i civili rade rame uz rame s afganistanskim vlastima, NATO-om i Ujedinjenim narodima na pružanju sigurnosti, humanitarne pomoći i zaštite ljudskih prava afganistanskog naroda. Pomažući Afganistanu ili drugim nemirnim dijelovima svijeta da postanu sigurniji učvršćujemo i vlastitu sigurnost.
U duhu suradnje i prijateljstva, želimo surađivati s Hrvatskom i drugim partnerima na pomaganju Ujedinjenim narodima da postanu djelotvornije mjesto kolektivne borbe protiv terorizma. Uz snažne i djelotvorne Ujedinjene narode, moći ćemo ne samo odgovoriti na izazove borbe protiv terorizma, već i na sprječavanje sukoba, promicanje mira i rješavanje ljudskih i društvenih problema koji ne poznaju državne granice.
