The Public Affairs Office has two main functions. It acts as the Embassy press office, and it runs most U.S. Government-funded cultural, information, and educational exchange programs (including Fulbright, Humphrey, and Junior Faculty Development programs). The PA Office administers the NATO Public Awareness and Education Program, with the goal of promoting greater understanding of both the benefits and obligations of membership in NATO, which is critical for potential future members such as Croatia.

Public Affairs also maintains the Information Resource Center (IRC) at the Embassy, which provides information support to Croatian government offices and insitutions, Embassy officers, and to the American and Croatian general publics. The IRC has available current, comprehensive information about the United States, in electronic and/or print formats.
