U.S. Marshals Share Fugitive Tracking Expertise

ZAGREB, OCTOBER 21, 2005 - With funding from the U.S. Embassy's program to strengthen Croatia's capacity to investigate and adjudicate war crimes, six senior criminal investigators of the U.S. Marshals Service and a liaison officer from the Department of State's Diplomatic Security Service spent the past week in Samobor sharing their fugitive tracking and apprehension expertise with 43 police officers, prosecutors, and investigative judges from across Croatia.

The five-day seminar, based on portions of the U.S. Marshals' own training program, focused on using sophisticated investigative techniques and fostering the interagency and international cooperation necessary to catch fugitives. The seminar was organized in cooperation with the U.S. Department of Justice's International Criminal Investigative Training Assistance Program (ICITAP) and the American Bar Association's Central European and Eurasian Law Initiative.

The Mission of the International Training Program of the U.S. Marshals' Investigative Services Division is to provide quality, specialized training to foreign law enforcement officers to enhance fugitive investigations and apprehension capabilities worldwide. With this in mind, the U.S. Marshals Service has developed country-specific training programs designed to strengthen skills in making arrests, properly identifying wanted fugitives, and developing comprehensive fugitive investigations. The Marshals Service is the oldest federal law enforcement agency in the U.S. and is the Government's primary agency for conducting fugitive investigations, arresting more federal fugitives than any other U.S. law enforcement agency. This year the Service has conducted international training for 300 foreign law enforcement officers.
