Government of Croatia, EU CARDS and USAID present Public Procurement Manual

Zagreb, July 13, 2006 - The Government of Croatia's first Public Procurement Manual, jointly developed by the Public Procurement Office, EU CARDS Twining Project and the United States' Agency for International Development's (USAID) Local Government Reform Project will be presented at the Croatian Chamber of Economy, on Friday, July 14, at 9 am.

Mato Regvar, Head of the Public Procurement Office, Constantino Longares Barrio, Head of Operations at the EC Delegation to Croatia, and William Jeffers, USAID Mission Director will make introductory addresses at the event. Follow-on presentations will elaborate on the function and structure of the manual, standard bidding documentation and perspectives for further development of the Manual.

The Manual's objective is to help local government officials and other entities in implementing the provisions of the Law on Public Procurement and ensure that public funds are managed in a transparent, efficient and cost-effective manner.

This assistance is part of USAID's $16 million Local Government Reform Program. This program supports local governments throughout Croatia to improve services and adjust to new challenges stemming from decentralization.

USAID is the primary assistance organization of the United States Government. Since 1992, the United States has provided over $407 million to Croatia (much of it through USAID programs) to strengthen democratic institutions and assist in postwar reconstruction and the return of refugees, to support de-mining and economic development, and to provide educational and training opportunities. The U.S. has also provided guidance and support to the Croatian judicial and military sectors to further Croatia's integration in Euro-Atlantic institutions.
