U.S. Soldiers Will Respect Croatian Law

Last week, on a hot day at the Croatian military base at Gašinci, I had the opportunity to join President Mesić, Minister Vukelić, and senior Croatian military leaders in observing an important exercise called Adriatic Aurora. Ninety members of American National Guard units carried out peacekeeping exercises with over one thousand Croatian soliders and their colleagues from Albania and Macedonia.
This exercise highlighted the important contribution that Croatia is making to peacekeeping operations around the world. It also demonstrated the importance of being able to train together with the military forces from other countries before facing potentially hostile situations. It is precisely to continue such joint training and exercises that the United States and Croatia have recently concluded what we call a Status of Forces Agreement, the kind of agreement we have with Germany, Hungary and nearly every country of Europe.
This agreement defines the conditions under which United States military and Department of Defense personnel can be temporarily in Croatia for mutually agreed military and security cooperation activities. The agreement covers many topics including visas, equipment, customs, communications, environmental protection, and motor vehicles. It also addresses the behavior of U.S. soldiers while in Croatia and jurisdiction for any infractions. It protects the interests of both countries, ensuring that Croatian laws are respected and assuring the safety and security of U.S. forces while they are in Croatia.
We take these issues very seriously as does the Croatian government. Every U.S. service member visiting Croatia is required to respect Croatian law and expected to adhere to the highest levels of discipline and behavior while a guest in your country.
The men and women who serve in the American military are highly professional, and thousands of American servicemen and woman have visited Croatia over the past fifteen years. If an incident involving one of our service members occurs, he or she will be held accountable by Croatian and U.S. authorities. There is no immunity from prosecution.
It is also important to point out that this is not the first Status of Forces Agreement that Croatia has signed. Croatia signed, and the Sabor approved, a Status of Forces Agreement with NATO, when Croatia joined the NATO’s Partnership for Peace. That agreement provides for similar protections and obligations for Croatia’s military forces when they participate in exercises in NATO countries, including the United States.
Finally, let me make clear that this agreement is not about the permanent stationing of U.S. troops or the establishment of U.S. bases in Croatia. The goal is to further our existing cooperation.
The Status of Forces Agreement has been sent to the Sabor for ratification. I hope that the Sabor will carefully consider the value of this agreement for our military cooperation, and that they will offer their support and strengthen the very strong security relationship between our two countries.
Američki vojnici će poštivati hrvatske zakone

Za vručeg ljetnog dana prošlog tjedna imao sam priliku da se u vojnoj bazi u Gašincima pridružim predsjedniku Mesiću, Ministru Vukeliću i visokim dužnosnicima Hrvatske vojske i promatram važnu vježbu nazvanu Adriatic Aurora. Devedeset članova Američke nacionalne garde izvelo je vježbe mirovnih misija zajedno s preko tisuću hrvatskih vojnika i njihovih kolega iz Albanije i Makedonije.
Ova je vježba istaknula kakav važan doprinos Hrvatska čini u mirovnim misijama širom svijeta. Također je pokazala koliko je važno vježbati s vojnim snagama drugih zemalja prije no što se suočimo s potencijano neprijateljskim situacijama. Upravo kako bismo nastavili provoditi takve zajedničke vježbe, SAD i Hrvatska nedavno su potpisale takozvani Sporazum o pravnom položaju snaga SAD-a, sporazum kakav već imamo s Mađarskom, Njemačkom i gotovo svim europskim zemljama.
Ovaj sporazum utvrđuje uvjete pod kojima vojska Sjedinjenih Američkih Država i osoblje američkog Ministarstva obrane može privremeno boraviti u Hrvatskoj u okviru zajedničkih vojnih i sigurnosnih aktivnosti. Sporazum pokriva mnoga područja, uključujući vize, opremu, carinu, komunikacije, motorizirana vozila i zaštitu okoliša. On također pokriva ponašanje američkih vojnika dok su u Hrvatskoj, te određuje nadležnost za sve prekršaje. Taj Sporazum štiti interese obiju zemalja, jamči poštivanje hrvatskih zakona, te garantira sigurnost američkih snaga tijekom njihova boravka u Hrvatskoj.
Sva ta pitanja shvaćamo vrlo ozbiljno, baš kao i hrvatska Vlada. Kao gost u vašoj zemlji, svaki američki vojnik u posjetu Hrvatskoj dužan je poštivati hrvatske zakone te se od njega očekuje da se pridržava visokih kriterija discipline.
Muškarci i žene koji služe u Američkoj vojsci izuzetno su profesionalni, a na tisuće njih posjetilo je Hrvatsku u posljednjih 15 godina. Dođe li do ikakvog incidenta u koji je upleten američki vojnik, on ili ona odgovarat će pred hrvatskim i američkim ustanovama. Nitko nema imunitet od sudskog progona.
Također je važno naglasiti da ovo nije prvi Sporazum o pravnom položaju vojnih snaga koji je Hrvatska potpisala. Kada je pristupila NATO-vom programu Partnerstvo za mir, Hrvatska je potpisala, a Hrvatski sabor odobrio, Sporazum o pravnom položaju NATO snaga. Taj sporazum osigurava sličnu zaštitu i obveze hrvatskih vojnih snaga tijekom njihovih vježbi u zemljama članicama NATO saveza, uključujući Sjedinjene Američke Države.
Konačno, želio bih naglasiti da cilj ovog sporazuma nije trajno postavljanje američkih snaga na hrvatsko tlo, niti osnivanje američkih vojnih baza u Hrvatskoj, već razvoj naše postojeće suradnje s Hrvatskom.
Sporazum o pravnom položaju snaga SAD-a u Republici Hrvatskoj poslan je u Sabor na ratifikaciju. Nadam se da će Sabor pažljivo razmotriti značenje ovog sporazuma za našu vojnu suradnju te da će poduprijeti i osnažiti vrlo čvrste odnose naših dviju zemalja na području sigurnosti.
